Regardless of being a "real" libertarian or not, anyone who says he wants to take the government out of personal decisions then introduces a bill to congress that states that life begins at conception (thus effectively making abortion a crime) is at the very least a hypocrite.
Laws that ban murder also take away a personal choice. Minarchist libertarians don’t have a problem with taking away your choice to harm someone else. The important question is whether or not an unborn human has the right to life; if they don’t, then the only position a libertarian can take is to keep abortion legal. If they do have a right to life, then anti-abortion laws are legitimate and consistent with the philosophy.
